HB 3079 is now law in the State of Illinois


Yesterday afternoon Gov. Rauner signed HB 3079 into law. The photo shows him signing the bill surrounded by the families of the women who worked tirelessly to see this happen as well as the lawmakers who were cosigners of the bill.

This is an historic event and a fantastic day for Illinois families. No longer will families adopting internationally have to endure extended waits while our families are micro-managed by people who have never met us. No longer will larger families be treated as criminals for wanting to raise children and give them a home and a life. No longer will the state be sticking its nose in someplace it doesn't belong.

Thank you, thank you to everyone who wrote and called and advocated for this bill's passage. We as the adoption community did this together and everyone played a part.

Now to the details... the governor has instructed DCFS to formally inform the USCIS (immigration) of the state change, but I have a feeling that there will be many home studies being mailed off along with a copy of the law to USCIS. It has been a long time since I have heard of any home study being approved by DCFS and there are many families who are more than eager to get out of paperwork limbo. (Ourselves included!) I'm not sure USCIS is quite aware of the deluge that they are about experience.
